blocked access to other sites

When I use Microsoft Outlook I get an e-mail from friend or a company that
contains an attachment that requires going to another website I get the
following message: This operation has been cancelled due to restriction in
effect on this computer. Please contact your system administrator.
I do not get this message when I use Google and go through the same e-mail
account gmail.
How do I change this?
