Is it possible to block mail using a rule, if the mail has
no sender and no subject

I believe this is possible depending upon your level of Outlook.
Create a rule without using any of the selections. This rule will act on
all mail.
Then add "Except where from contains @" and "Except where subject contains
a or e or i (and so on). This depends on your being able to come up with a
suitable list of letters. You should probably throw in the digits as well
in case someone sends you email with a subject of "123". If you receive
valid mail that uses a different alphabet then you'll probably run into
difficulty. In my case it is simple, if it contains letters othen than a-z
then I cannot read it anyway, so discard it.

You'll have to be careful creating such a rule - don't set it to do
anything irreversable until you are happy that it is selecting the right
items. I use the action to put the item in a category while I'm testing
such rules.
