Block HTML format option in New Message form

I have successfully followed Sue Mosher's recommendations for blocking
HTML stationery use in Outlook and setting the Default Message
Format. When a user creates a New Mail Message, I don't want them to
be able to change the format of the new message from the default
format (Rich Text) to age to HTML. Does anyone have the Command ID
number for the HTML option in the toolbar on a New Message. This
toolbar includes the Send button, so I do not want to disable the
entire toolbar. I have not been able to find a way to remove this
command from the toolbar either. All the work I've done with settings
in the Outlk11.adm is of little value if the users can create a new
mail message with the default editor and then switch the format to
html after the fact.

Our desire is to prohibit the creation of new html messages, but allow
users to receive html.
