My icons and open windows blink also when I close down my computer and
reopen it the color setting in display changes from 32bit to 8 bit how can
I stop these things from happening?

A good place to start would be to download and install the latest drivers
for your video card.
Get the drivers from the card manufacture's site and not from Microsoft's
Windows Update site.

Is this a new or on going problem, meaginn? If new, when did it start?

new problem, A few days ago I downloaded a game[Oregon trail5] I think I
have had this problem since then, but not sure

Try the edits Kelly suggested. If that doesn't do it then reinstall the
video card drivers.

it is not uncommon for games to mess with display settings,
go into control panel , display, and set your video settings back to what you think they should be.
