Blind User Launch Browser link Windows Logo Key sound

Hi:
I am trying to help a blind user that is branching out from their talking
email client software. I would like to help them launch a browser link to
streaming audio news. My first idea was to pin the link to the top of the
start menu and from there it would just hit the Windows Logo key, down arrow
and launch with return. I would like to attach a sound to hitting the Windows
Logo key.

My questions are:
Is it possible to attach a sound to hitting the Windows Logo key?
Would there be an easier way for a blind user to launch a browser link?
