I am continuing to have problems with this despite having
deleted it in the normal way. It is now refusing to allow
me to download antivirus or patches. I cannnot find any
trace of the program or location on my computer.

Any suggestions will be appreciated.

Blaster doesn't have these characteristics (per my recollection) to
prevent downloads. Soemthing else possibly still there. Have you
checked for viruses and spy-bot programs? What is the exact error
message which makes you come to the conclusions that downloads don't
work and that the cause is Blaster?
