First, don't worry about a 3rd party firewall for now, enable the ICF
immediately:

Some viruses cause the symptoms of turning off the antivirus
application.
Scan for Viruses online:

If the problem is still there, check for and replace corrupted system
files:
Start/Run
Type "cmd" ENTER
Type "sfc /scannow" ENTER
Have the Windows XP CD available
Otherwise perform a Repair Installation:

Windows Updates will need to be reinstalled.
Data should be safe, back-up important data just in case.
Install Service Pack first and by itself.
Then install ALL Critical Updates no more than 4 at a time,
Disconnect the network/modem cable before starting repair and do NOT
reconnect the cable until repair is completed and firewall is
installed/enabled.
