we have an ftp site that is open and someone has created
a "blank" "cannot remane source disk" error and I cannot
delete is either...the security settings on the directory
or open and the properties show it is open too. How did
they do that?

Stop the FTP service. Try to delete the subfolder. If no joy, try via
command prompt. If no joy, make sure that it's not open in Shared Folders
mmc snap-in and retry. If no joy, set FTP service to Manual, and reboot
server. Try after reboot.
