I had that problem with the rebooting seeming normal but
the monitor never changed from black. I thought it was the
monitor. Turned out the machine did not boot far enought
along to load the display drivers. I could not get safe
mode to work either. All this BS started happening after
updated my machine with a bunch of crap updates from MS. I
ended up thinking that I had to take it in to the shop and
reformat etc but this morining it is working fine.

Since you said you changed the monitor settings ... bring
your pc up in "Safe Mode" .. and change the display
settings back to what they were ..

Do that by pressing F8 or F5 during the boot-up process
(depends on the make of your system)
