what is "about:blank-Microsoft I.E.?

When I get on the internet, I get a program that appears
at the bottom of my screen that seems to be running but
doesn't do anything. It is called "about:blank-Microsoft
Internet Explorer". This is in addition to the normal
Internet Explorer that is at the bottom of the screen.
What is "about:blank-Microsoft Internet Explorer"? Is it
a bug of some kind and how do I get rid of it? Thanks,
