Blank Form received by some receiptents

a daily sales report is sent to perhaps 12 people. 2 of those 12 were
recently migrated from exchange 5.5 to Ex2003. Everyone has Outlook 2003 SP1.
These 2 migrated users are now getting this sales report form blank. I have
found MS KB articles about blank forms but that was supposed to have been
fixed with SP1 so we reapplied SP1.
BTW we made sure the affected users know that the preview pane shows the
form blank and that they need to open the mail.
Help troubleshooting this is appreciated.
