Blank to field on successfully sent outlook 2003 emails

I've recently upgraded outlook 2000 to 2003 on a propalms server in
order to
get around a mailbox permisions issue that we were experienceing. Now
we've
noticed that intermitantly emails are being succesfully sent to
clients but
the too field is appearing blank and it also appears in the same
format once
its reached the end user.
