I have the same problem, but I can swear that the title bar was transparent
prior to downloading one of MSFT's updates. Can anyone verify that the title
bar can be transparent even when the window is maximized?

No, the title bar is not transparent when a window is maximized. The color
is solid then, this is normal.

What Rick says. Plus, if you want the transparent title bar, un-maximize
the window and then re-size it to fully fill the screen. That way, it'll
look maximized but have the transparent title bar.
