I though it was a problem with one of my games but recently my computer has
been showing nothing but a black screen with a mouse when quiting or minizing
any applications that run in full screen, not including videos. I am running
windows XP home edition with AMD dual core 3800+ 7800 with sli if that helps
at all.

Thanks but that does not help, I found out that when it happens if I
windows+L to switch users the screen combes back and I can log back in then
it works fine. So at this point it is just anoying.

Fast user switching is basically a video mode change.

Maybe it's a problem with your video drivers.

I have nvidia's most recent drivers, not sure where to get the old ones
though, i'll have to look for those and see if that fixes the problem.
