Your chances of getting a good answer would go WAAYY up if you'd just tell
us the make and model of your monitor and your video card.
The standard advice, though, is to be sure that you have installed the
latest WinXP drivers for the card and monitor. Even if you've installed
drivers already, it would be a wise investment of your time to go to the
manufacturer's website to see if a better driver is available. These get
updated pretty frequently.
I don't understand this line in your post:

IE is an integral part of WinXP, so there should have been no need to
separately install IE. You didn't, did you?
