Black borders in displaying 1080p; Display problem after "Sleep"

* My Setup:

I am using the integrated motherboard:

Asus M2A-VM-HDMI with display card ATI X1250

I am using Catalyst bundled in the CD of Asus Motherboard.

I am now connecting my PC (used as an HTPC) to my new BENQ SH3731, which
supports HDMI 1.2 and full HD point-to-point resolution of 1920 x 1080p (i.e.
1080p).

* The Problems:

However, everytime I choose 1920 x 1080 @ 60p under display settings, there
is black borders surrounding the screen.

But if I use 1920 x 1080 @30i, the screen is normal and full screen.

I have set correctly 1080p settings (1920x1080 @ 60hz in display settings in
windows) , and also try to add 1080p in HDTV support of Catalyst application,
but the same result appears.

What is the problem of this? is there a way to make the screen to display
full screen without the black borders?

Besides, infrequently, if I "sleep" or "hybrid sleep" my PC, or even re-boot
my PC, the original screen resolution (1920 x 1080i) I am using is sometimes
changed to 800x600, or 1920x1080p (i.e. with black borders).

Why is the resolution change after I reboot or the PC wake up from sleep
mode in Vista? Is there anything I can set in the windows display settings to
prevent such problem?

I've searched everywhere for someone else with the same problem.

I've heard a comment somewhere, on another site, complaining about the scanline output on the mobo. My 42" LCD TV has DVI and HDMI inputs, and both result in the same borders. I've even installed XP, no difference. So it appears to be the display capabilities of the mobo. It doesn't really display true 1080p. I installed a PCIe video card and it resolved it. I feel kinda ripped off. The point of the board was to build a small, quiet HTPC and now I'm gonna have to pay for a video card that will likely add more noise/draw more power.
