BITS V2 on SP1

I noticed there are a couple of group policies for V2 for throttling the
bandwidth of BITS. These are not available on earlier versions.
The GPO in question is MAXINTERNETBANDWIDTH
The Registry key in question is HKLM\SOFTWARE\POLICIES\MICROSOFT\WINDOWS\BITS

I installed KB842773 BITS V2 and the GPO's/registry keys are not included.

Does anyone know how or can these be added onto SP1?
