BITS Service fails to start - events 7009 and 7009

I have a DC running windows 2000 server SP4. All of a sudden the BITS
service stopped working.
In the event logs I get the following:

Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7009
Date: 10/16/2007
Time: 11:26:59 AM
User: N/A
Description:
Timeout (30000 milliseconds) waiting for the Background Intelligent
Transfer Service service to connect.

and

Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7000
Date: 10/16/2007
Time: 11:26:59 AM
User: N/A
Description:
The Background Intelligent Transfer Service service failed to start
due to the following error:
The service did not respond to the start or control request in a
timely fashion.

If I try to start the service at the cmd prompt, I get the error
"The service is not responding to the control function.
More help is available by typing NET HELPMSG 2186."

Currently the service is set to run manually, as a local account.
Where do I go from here?

I would save the current System registry file in a safe place, then
restore a recent System registry file in its place.
