BITS and Web services.

I've got a machine that will be transferring large files from a web server.
While the files are being downloaded, I have another process that will be
making calls to the same server to a web service.

Who get's priority? Does BITS always suspend when something else needs to
use the internet. So when I call my web service, BITS will always go idle
until the call to the Web Service is done?
