It makes no difference except for convenience. I leave it with the CD-ROM
first in line, the floppy second and the hard drive third. That way you
don't need to change each time you need to boot from a CD or a floppy disk.
NOTE: the system will look at those drives during bootup to see if a disk is
in the drive but finding none, it will proceed to the next listed bootable
device.
