When I've had trouble with .net patches in the past, I've used the tool
linked to this blog entry:

with success. However, I believe this is for 1.x, and not 2--and you are
having trouble with 2?

(as I recall it, I followed the "try this stuff first" instructions in that
article, they failed, then used the tool to remove the framework,
reinstalled it, and the patch worked.)
