BIG problem IE-8 with XP sp2 ?

's Computer Specifications

i have installed ie-8 on XP....

but when i open the ie browser NOT
appar my preferite page but this:

http://i41.tinypic.com/2gtusdu.jpg

i click on this bar on CORRECT and
the page will appres !!

BUT in all the web page appares
this bar with red signal:

i have protect on medium and
i try to re-install but none !

what is the proble on this

a very big expert on IE-8 ? help me ...
