Big Blue E on Desktop

I cannot find my original thread from this AM so here I go again. I cannot
get an actual E on the desktop. Earlier Ramesh, MS_MVP had me do a start
run: regsvr32 /i shdocvw.dll and I did and it said it was sucessfull but
still not actual E--just shortcuts. If I try to type a start run
http://www.microsoft.com I get a message that says the applicaiton is not
found. When I check the inter properties-Programs the box on the bottom is
checked for IE. I have XP and IE6. Ramesh said he had two suggestions, I
tried the first with no luck--any other suggestion/
