okay now I am seeing that the tools menu has options for spicing up the
border with "borders and shading." It has a bevel in and out feature but it
doesn't want to work. I see it is doing something when I highlight the table
but when I click off the highlight, nothing is edited.

Anyone know why?

check the image file Properties, see if they are set to Read Only. If they are uncheck Read Only.

I still would recommend using an outside image editor to do this.
