What is best way to start a news archive? Then send summaries in e-newsletter?

I would like to setup a news/article database. Companies in specific
industries would be allowed to post a press release or article (there
may be a number of different industries to choose from). People could
then register their email address to receive a weekly or perhaps
monthly email.

How would it be best to set something up like this in FrontPage? Is a
discussion group the best way to go? Any recommended settings?

Also, how would I go about creating the e-newsletter summary? Can it be
easily automated, or would I have to manually go through the discussion
group postings and try and work out which are new posts and copy and
paste the links into the email?...or should I somehow generate an RSS
feed from the postings and allow people to subscribe through their RSS
service (although I ideally want to capture their email address), so
that I can occasionally send them promotions.

No a DW is not the way to go
You would need a Database and server side coding
(depends on your host server OS type and what they support)
- nothing out of the box will do it for you
(requires custom hand coding)
