I'm using an external style sheet with great success except for formatting
table properties: width, horizontal alignment (eg centered). Also, is there
any way to specify picture alignment in a style sheet, to apply to all
pictures? eg vertical and horizontal spacing? TIA

It's all possible, but,
this may be the most time consuming thing you could do... much easier with
tables. Read this that I just found today:
