What's the best (safest, easiest) way of disabling Outlook so that it
won't retrieve email?

I am in the process of moving to new computers. In moving Outlook
over, I sometimes need to have it running on both machines, but I
don't want the old one retrieving email once I get the PST moved over
to the new one.

I don't want to delete the email accounts until I am sure that I have
all of the settings right and working on the new computers.

If Work Offline isn't to your liking, you can remove receiving from the
Send/Receive group.

Any reason that it might not be?

I tried Tools | Options | Mail services | uncheck the "Check for new
mail on" boxes. This didn't work. Mail still came in.

I tried Tools | Options | Internet E-mail | uncheck the "Check my
local network connections for new mail..." box. This seems to work as
long as I don't click on the Send/Receive button. Unless there is some
reason this is not a good solution, it has the advantage that I can
control whether I get email or not with the click of a button.

Choose Work offline from the File drop down menu.

Since you said you're using Outlook 2000, there isn't a send/receive group,
per se, but you should be able to modify the account setting so that the
account doesn't download messages. I don't have Outlook 2000 available at
the moment to check which menus or options to examine.
