Best Security Settings for standalone PC are what? Security Template is?

Please refer to this article on setting the 'best' security settings
for privacy:

For a standalone PC, not networked, connected to the internet via a
firewalled DSL modem, what is the 'best' (or even 'good') setting(s)
for the Security Settings Local Policies?

I surmise that perhaps there's a file that has all these settings in
it, called a Security Template.

If so, can anybody attach a ASCII text version of the Security
Template for such a PC, so I can check it out?

Security Templates
A security template is a file which represents a security
configuration. Security templates are representations of may be
applied to a local computer, imported to a Group Policy object or used
to analyze security.
