I don't know what is the "best", you get no guarantees from me.
What I think looks good/value at the bottom is:

Athlon XP 1700+ Tbred $42 at NewEgg
(Without cooler, Retail with cooler and box $60)

Shuttle AK38N KT333 (VIA KT333) $47 at NewEgg (looks good, AMD
approved).

Samsung DDR333 PC2700 CAS 2.5 256MB $44 at NewEgg

I've never built a mid generation Athlon system like this, so I don't
know anything about the pitfalls, but that looks like a good deal.
It's $133 without cpu cooler. It's a fast cpu, well recieved mobo with
good rep, and DDR333 from a company I trust.
(and you can upgrade the cpu SUBSTANTIALLY, later)

But it's outside your budget.
Problem is, it doesn't get much cheaper even if you really get down.

Viking PC133 is $36,

Same with cpu's
Old thunderbird Athlons are still around $40.
Duron 1.3GHz is still $35. $44 with cooler
Celeron 1.3GHz $45 with box and cooler.
(don't even consider the 1.7,1.8 Celerons, they're only much more
expensive, $60 up. They're not faster, ...much anyway. And I think the
Duron actually whips them)

Sorry, if you can't find just a few more bucks. It's the Duron or
Celeron 1.3, + PC133 for 45+36 = $81, leaving you almost $40 to find a
mobo. Might be done. NewEgg has a BioStar Celeron/PC133 for $47, and
there's Duron boards for down to $40, not sure you'll get AGP on all
though.
Relatively poor value, and still hard to put inside your budget:

Yes, but he needs to get the stuff to UK, and a cpu cooler, and
perhaps some tax... ;-)

But right. You guessed it. £120 was in the subject line, not in the
message content, so I quickly suppressed that it was £.
Tip is still valid I think. If there's money left, just up the cpu.
