Best practice for setting up a 2 site Windows 2000 network

I have a client that will be expanding their office to a
second location. Both locations will be of equal size
(approx. 20 users) The current site runs Windows 2000 with
Exchange 2000. There is a full T1 PPP connection between
the current site and the new site. When installing the
new Windows 2000 server for the new site, should I make it
a second domain controller in the existing domain or
should I create a new domain for it. Keep in mind, I want
the Exchange servers to be fully integrated.

You should always have at least two domain controllers in any domain, so if
you did go with two domains, you'd want at least four domain controllers in
total.

You would almost certainly be better off making the new server a second
domain controller for the existing domain. You would want to define two
sites (that is, rename "Default-First-Site-Name" as approriate and create a
second site) and place one DC in each to allow you to control replication
traffic.
