Best HTML editor that does Scrolling Marquees?

What HTML editor with preview functions do people think is the best,
and easiest to use to make and edit Scrolling Marquees for banners,
etc?

I'm looking for something that can handle most Marquee HTML tags, but
should be easy enough for people to use without a lot of HTML
knowledge. It should also be able to easily preview and edit those
tags.

I've tried a few, including the freeware version of CoffeeCup, but was
looking for something a bit more user-friendly for people new to HTML.
[EG, easy lookup of tags, options, color charts, etc.]
