HTML-Kit is a text editor specifically developed for html:

or SciTE, a general purpose editor with support for html and a few
others related file types (.js for example):

Microsoft Front Page Express is included
in IE5.01 setup. It is a FPSETUP.CAB
uncab the file and run the setup.
Version is 2.0.2.1131

Personally, I'm fond of FirstPage 2000, which is loaded up with goodies. The
home page for the software is:

You might also like to try Matrix Y2K 2003 edition.
