Best freeware to fill a form?

Which one is the best freeware, the most complete or the easier to fill a
scannerized paper form?.
I'm trying Fastone Image Viewer and it's the best I've found till now.
But there's around something even better?

http://www.socrtwo.info/pdf_form.htm - may work with Open Office too.
Don't know how to do multiple Master Pages with Impress and thus
multiple scanned pages.

FillOutAForm 2.5

Viewers like Irfan View and I think especially 20/20 Viewer which
allows you to change text box positions later. If you are just
scanning the document, Impress from Open Office should work fine once
imported on a master slide, but again knowing how to do multiple
masters would be useful.
