To receive satellite signals you need a special receiver which takes the
down-converted signals from the LNB at the satellite dish.
The only PCI decoder I know is for FTA (Free to Air) satellite channels.
Cable networks use standard TV frequencies and their own scramblers.
You can get a PCI TV tuner which will receive these frequencies, just
like a conventional TV set, but you would need a "cable-box" to decode
scrambled channels.
