As to best, I use Adobe Audition ( formerly Cool Edit Pro ). Very
capable program. Equivalent to professional studio editing. However
it's not really a novice level audio tool. But Adobe does offer the new
version 2.0 "Try Out" version. Requires registration to download.
Don't have a link/URL but you'll find it somewhere buried on Adobe's
incredibly slow internet site.
