Behaviours - Am I mad

I select a layer in order to add a mouseout option on it (remember I'm
talking about the layer not the content) and it will not let me add a
behavior, although on Page 511 of Using Frontpage 2003 by QUE it says this
can be done!

Am I losing it or is the book wrong, it seems that behaviours are limited to
content within layers, not the layer itself.

You know that eventhandlers applied to a <div> tag will drop v4 browser
support, right?

Choose Page Options from the Tools menu, then click the Authoring tab, then
set the drop-down lists to Custom, Custom, IE5, and select all the check
boxes.

It *is* true, however, that older browsers won't react to this behavior.
