Behaviour - on mouse over

I know it is possible to swap an image by setting up a behaviour depending
on certain events. I am not sure if you can swap an image when the mouse is
moved over certain parts on the image?? For example I have one image that
contains 4 buttons for navigation. If I move mouse over the home button I
want a different image to appear than when I move over the Contact us
button. Can you do this?

I have tried to use layers but I still cannot get it to work.

Any suggestions?

Or look at

which uses layers to provide a flyouts (text in this page, but could
contain different images).
