Hey, folks -- I was going crazy with the greyed out behavior insert button.
But on fooling around, discovered that if I moused over (I may have clicked)
a piece of text with a hyperlink, the insert button magically turned on. Then
all the behavior options were accessible and easily inserted using the
drop-down menu.
I was about to try to go back to FP 2002.
Hope this helps. I had also done the other suggestions, of using "custom" in
the authoring setups on page option in tool menu.

The Behaviors available are depended on the Page object selected
