Probable the remnants of malware/virus, run msconfig and look in the
startup tab, uncheck any references to the file.
If you are comfortable editing the registry, look in the run keys @
KEY_Local_Machine & KEY_Current_User

Google gets no hits on zevuow62.dll, which suggests that it's probably a
random name generated by malware.

You say "before windows startup." Exactly when (what has happend? what has
not yet happened?) in the startup process is this?

Make sure you system is clean of malware. That reference is probably to a
malware related file which has been removed but the load command for it is
still executing.
