Before stop error

Before I get a stop error I get to the screen that looks
@ partitions and asks if I want make a new partition or
delete a partition or just run setup (I have tried all
and always come to a stop error.) But in the area which
shows you your partitions it says " 19093 MB at Disk 0 at
ID 0 on bus 0 on ATAPI. (Setup cannot access this disk.)
Do I have a bad hard drive?
