Beep on startup?

I get a plunk sound evertime I start up XP. This just started happening
recently the only thing that I know has changed is I updated my Harmony
remote software and installed the Need for speed underground demo.

When I check event viewer this is the message I see.

IPSec Services: IPSec Services failed to get the complete list of network
interfaces on the machine. This can be a potential security hazard to the
machine since some of the network interfaces may not get the protection as
desired by the applied IPSec filters. Please run IPSec monitor snap-in to
further diagnose the problem.

I'm using a dialup modem. I also don't know what the IPSec monitor snap-in
is.

Any help greatly appreciated
