Hi Larry,
It is probably a bug. I searched the internet and the same question is asked
by Turkish people only.
I use Outlook 2003 English, Regional settings set to Turkish. I would like
to install BCM English. When msde installs, the collation is created with
Turkish_CI_AS. BCM English cannot create the database with this collation.
For a workaround, after the BCM and built-in msde installation, i uninstall
msde, reinstall it from the command prompt with collation set to
Latin1_General_CI_AS and then the database is created.
setup.exe SAPWD="AStrongSAPassword" INSTANCENAME="MICROSOFTSMLBIZ"
COLLATION="LATIN1_GENERAL_CI_AS" /L*v C:\MSDELog.log
The steps for the workaround cannot be found at my blog.

If you are in BCM team and would like to contact me, you can find me on the
GAL.
