My boss wants me to send him a BCC as well while warning other departmental
heads of delayed reports, so as to keep him informed to while letting the
other department's head that his progress is being monitored.

Now, if the boss wants me show to him that I had sent him complete BCCs or
tomorrow he claims that I hadn't done so, do I have an option of retrieving a
proof from the outlook on machine I sent the email from so as to support
myself?

If you open the message from the Sent Items folder, you should see the list
of BCC'd recipients underneath the list in To and CC.
