BCC panel not shown automatically.

Because you must go to the "Select Recipients" window to access the BCC panel
the "Auto Fill" function is not available. The "To"and "cc" panels are always
there and allow the very handy "Auto Fill" function to work.

OUTLOOK gives you the option of always showing the "BCC" panel. Is there a
way to make MAIL work that way?

Open a new message.
Then go to the View in the menu bar and select "all headers".
Now you will have a BCC block on all new messages.
