I cannot get the battery gauge to permanently display (ie.
last through shutdowns, restarts, etc.). I can
successfully get it to show up for a session using the
battery maximiser wizard. However, if I restart or
shutdown, it's gone. This is a Thinkpad T21 running
Windows 2000 Professional. Any ideas?

Have you tried changing the power settings? If not:

Start
Settings
Control Panel
Power Options
Advanced
Place check mark in Always show icon on the taskbar
OK

Hope that works.
