We have 3 computers with multiple users on them. Users report they loose the
ability to use basic hotkey functions sporadically. Basic Hotkeys include
Ctrl-S, Ctrl-V etc....

Any ideas as to why this might be happening and possible resolutions would
be appreciated.

Try a clean boot -
Start - Run - msconfig
Select "Diagnostic startup"
Click OK
