Bars based on navigation structure

I would like to be able to have interactive buttons that
can provide two levels of links such as in this website
for example:
http://www.usschoolofmusic.com/index.html
where when you pass the mouse over one button it develops
into "sub-buttons".

I imagined that this function could be perhaps performed
by a bar based on the navigation structure. I tried to
insert one but got stuck at the following message
[Edit the properties for this link bar to display
hyperlinks here] (because I understand that I have to
save it ot a web server running FP server extensions)

Could someone please tell me if this is indeed the
function I need to get buttons with two levels of links
and if it is not how I can perform this function?

That uses DHTML, not FP Link bars or interactive buttons
See http://www.dynamicdrive.com/dynamicindex1/
