When I apply a theme to a page and insert a banner in
Frontpage 2000 why can't I modify the properties as
described in the help menu? I can't resize the banner,
only properties I can access is whether I want picture or
text.

You would have to modify the theme and change the banner image, then save the theme under a new
name, remove the current theme and then apply your new theme.
