Several different ways to do it.

You could do top banner as a page Include, then below that a 3 column table with your Javascript navigation in that (I suppose you could do that as in included page as well - I think it would work). That leaves you two columns to play with...or you can do two column table as well.
That's probably the easiest. I'm sure there's 50 other ways to do it too.
