best bank i've seen so far is
www.growfinancial.org i love them and still
with them for 3 years now. even had a friend of mine, sign up. now i think u
can request a account online but if u go to the bank itself you must be
recommanded or they will not take you (no i'm not kidding) they only accept
people who are in good reputation. if u would like to sign up with them, i
don't mind recommanding u but probably it won't work for you since they are
in the tampa, florida area
